Police force is one of the important institutions which has several main functions such as maintaining public safety, order, and law enforcement in a country. Police in doing their jobs and functions are also asked to act in justice according to the law. There are various authorities of police in criminal matters, one of them is to be both investigators and researchers in order to help the success of investigation process as ruled in Constitution of the Republic of Indonesia Number 8 Year 1981 about Criminal Code Procedure. To know more in details about the role of police in criminal matters, on Saturday (30/1) Postgraduate School Universitas Airlangga collaborated with KAZGUU University of Kazakhstan held the Airlangga Internation Forum, an International discussion forum, which carried out a theme “Criminal Procedures and The Role of Police”. This program was hosted by Dr. Prawitra Thalib (the Head of Master of Police Science Postgraduate School Universitas Airlangga). This program also invited 2 (two) speakers such as Olga Bektibayeva, PhD (the Dean of Law School KAZGUU at M. Narikbayev KAZGUU University) and Police Brigadier General Dr. Juansih (Indonesian National Police). Not only these two competent speakers, this program also became more special by the presence of Prof. Badri Munir Sukoco (the Director of Postgraduate School Universitas Airlangga), Rahmat Pramono (the Ambassador of Republic of Indonesia to Kazakhstan and Tajikistan), also Shynar Zakiyeva (the Head of International Office at M. Narikbayev KAZGUU University).
This program was opened by an opening remark from the Director of Postgraduate School Universitas Airlangga, Prof. Badri Munir Sukoco. He stated his happiness as this program is also as a mark of collaboration from Universitas Airlangga and KAZGUU University. He hopes by having this event, all participants can learn about the criminal procedures and the role of police from each country in order to make a better society. The same thing was also mentioned by Shynar Zakiyeva who expressed her happiness for the collaboration between these two prestigious universities. She is looking forward to more collaborations especially in educational programs such as students/staff exchange or joint-research. This program became merrier by having the opening speech from Rahmat Pramono, the Ambassador of Republic of Indonesia to Kazakhstan and Tajikistan. He congratulated both Universitas Airlangga and KAZGUU University for having collaborations by the signing of Memorandum of Understanding at the beginning of the year. As a reminder that Indonesia and Kazakhstan also develop a good relation, he also hopes that this collaboration will bring good results as well.
Olga Bektibayeva, PhD, who was once planned as one of the speakers in this program, was not able to join and so she was replaced by her assistant, Victoriya Nochevnaya. In her explanations, Victoriya stated that in Kazakhstan itself, there are laws related to human rights, “Everyone has the right in judicial protection of freedoms of a man and citizen”. The criminal procedure in Kazakhstan does not stop here, but it always develops every year as there are new articles and paragraphs in order to solve the problems regarding the human rights. Other than that, Victoriya also expressed her hope about this forum to be useful for every party. She confidently said that this forum will give good results for everyone as it is a good opportunity to discuss about the importance of law protection in human rights. Police Brigadier General Dr. Juansih, a representative from Indonesian National Police, in this forum also mentioned various things that become the backgrounds of the role of Indonesian National Police as a guardian and protector for the community. One of them is written on the Constitution of the Republic of Indonesia Number 2 Year 2002 Article 4 about the functions of the Indonesian National Police, “the Indonesian National Police aims to realize domestic security which includes the maintenance of public security and order, order and upholding the law, the implementation of protection, protection and services to the community, as well as the maintenance as public order, uphold human rights”. She also emphasized that Indonesian National Police as the protector of the community also have a role as the law enforcement officers who directly face the community. Therefore, it is important for the Indonesian National Police to maintain the public order and ensure the public safety.
