After the economic crisis and subsequent political transition, culminating in the fall of President Soeharto, Indonesia embarked on an era reformasi. Major area of reformasi includes judicial/legal, security and police, economic and bureaucracy reform. The goal of reformasi, among others are to achieve good & clean governance, free from corruption, collusion and nepotism (KKN), improve the quality of public services, enhance performance capacity and accountability of the bureaucracy, improve professionalism of apparatus.
Over a decade later, Indonesia has emerged economically strong and remarkably stable in political terms. However, Indonesia still faces hurdles challenges in Global Competitiveness Index (GCI) due to inefficient government bureaucratic, bribery, corruption, poor ethics in national labor force and inadequate infrastructure. These areas have emerged as one of the critical development constraints.
Indeed, ineffective public administrations restrain government’s contribution to development. A capable bureaucracy allows for effective regulation and the use of government resources. Thus, innovations at any of public sector is paramount important to to create good and clean governance. The services delivered by either State Officials or the Government apparatus at any level from centre to local government is important element to create good, clean, and efficient and also to the implementation of the principle of democracy that needs to be developed and applied to prevent the practices of the abuse of power.
Governance is a phenomenon for implementation of schemes and policies of any organization (that organization may be any private company, school, college, university, institute, public entity, society, government or governmental organization, or any other organization. Thus, ‘Good and clean governance’ is concerned with how efficient new policies designed are and how effectively those policies are delivered to the peoples concerned. As a part of deliverance of any service or implementation of policy, the good governance needs development of ‘innovative methods’. Innovative methods would be new designs and concepts adopted for effective delivery of services. The technological advances and uses thereof provide an edge over traditional methods in management and deliverance of public services.
